    Here you go..

    § 46.2-1044. Cleats, etc., on tires; chains; tires with studs.

    No tire on a vehicle moved on a highway shall have on its periphery any block, stud, flange, cleat, spike, or any other protuberance of any material other than rubber which projects beyond the tread of the traction surface of the tire. It shall be permissible, however, to use on the highways farm machinery having protuberances which will not injure the highway and to use tire chains of reasonable proportions when required for safety because of snow, ice, or other conditions tending to cause a vehicle to slide or skid. It shall also be permissible to use on any vehicle whose gross weight does not exceed 10,000 pounds tires with studs which project no more than one-sixteenth of an inch beyond the tread of the traction surface of the tire when compressed if the studs cover no more than three percent of the traction surface of the tire.

    The use of studded tires shall be permissible only from October 15 to April 15.

    The provisions of this section shall not apply to any (i) law-enforcement vehicle operated by or under the direction of a federal, state, or local law-enforcement officer; (ii) vehicle used to fight fire, including publicly owned state forest warden vehicles; (iii) ambulance, rescue, or life-saving vehicle; or (iv) vehicle owned or operated by the Virginia Department of Transportation or its contractors in maintenance and emergency response operations.

    LMAO on that one from real life experiences in VA. Long story with VA State Police.

    Back in late 1960s ... I was driving a VW Bug through Virginia and had 2 other soldiers that were wounded in RVN with me ... taking them home for a long weekend from Bethesda.

    Both of these guys were shot in the head and lived to tell about it. Both of them had "scars & soft spots" in their scalps where the bone plates had not been replaced yet. One guy was psychologically OK in the head, but the other one was a little "slow" now.

    The "slow" one dropped a gum wrapper out the window of the VW Bug on the road and the VA State Police officer stopped us and the COP took us to 3 different JPs to find one that fined us $300.00 fine on the spot.

    I tried to explain the situation (in a very nice way) to the Justice of the Peace, but we were threatened with jail if we did not pay the fine or talked back. We HAD to plead guilty and it was a kangaroo court too. ... :eek:

    We pooled our money and payed the $300.00 and then were told we had to pay court costs too and that was maybe $25.00 more.

    Never understood that seatbelt one. Gotten two tickets for that in the last year. Know a girl that had her tit popped by one of those things.

    I dont have a seat belt on my Ninja. Why havent they pulled me over for that yet?

    I will say that because of the laws VA is THE best state.

    Va legislature decided that a seatbelt ticket was going to be a secondary infraction, therefore it cannot be the reason you stop a vehicle. (Of course a ninja doesn't have a seatbelt, but im just sayin)

    But...if your tag light is out....your mine.:devil:
