    The is almost no air coming out the vent, no matter the setting of the fan speed.

    Yes same for all the vents. Why would it work fine on the work bench and not on the truck?

    I am thinking there is some kind of electrical problem suck as low voltage to the either to blower fan or actuators or maybe there is a faulty ground on the system.

    Please explain how you bench tested the unit.
    How did you power the unit?
    The wiring in the truck is not the same as the airing on the bench.

    I used a 12 volts battery putting direct power to the fan and the actuators

    You can check the voltage.
    Even if you have 12v that won’t really tell you the full story.
    You need to have the ability to carry the current.

    I would check voltage first, then resistance on the ground wire side.

    The fan motor should have 12 VDC anytime the System is on regardless of the fan speed.

    The resistor pack is on the grounded side of the circuit and uses added resistance to slow the fan speed. If you have a high resistance connection the fan will run slow all the time.

    I think I have the same issue here. Hot and cold air worked normal as it should. One day air quit coming out, sounded like blower wasn’t working. Read threads on here and replaced blower motor with TYC brand, no change. Replaced resistor, didn’t fix it. Replaced clips and things seemed to be good. Fan in blower increased in speed with the switch settings. But almost no air flow out of the vents.

    was there any resolution to this? And new ideas to try?

    I have an 08 and living here in AZ I find the amount of air output doesn't change much from 1-3 and during summer it has to run on 4 to really move any air. It's really frustrating when my 06 RAV4 moves so much air and my GF 16 Ford Fusion does the same as the RAV. There are days where I don't even want to drive the truck because it doesn't move enough air in the cabin.
