they are on the bumper.
IIRC there is a metal strip under the plastc cover. seemed sturdy after we were done.

i like the small light bar/tabs idea though

 

Walmart has them for 68.99 I am going to do the HID mod this weekend

 

thanks its like two metal peices bent at 95 degree bends and long ends welded to frame behind bumper then a crossbar welded on top. my first attempt at fabrication
