The best way to get constant power to the dome light is to run a hot directly from your battery. I'd run at least 10-12 gauge wire which is more than you need but allows for adding other lights or accessories. For the brake light, I believe you can get a plug-and-play harness that plugs into your tail light harness and keeps you from having to manually splice.

What would be the best size fuse for it as well? And I guess I can just run my ground to the taillight bolt since I'll have it opened up?

Fuse size depends on the wire size and what you'll have on the circuit but usually either a 15 or 20 amp is fine. If you're only using a dome light, 5 amps is fine. You could certainly ground the negative wire directly to your frame but I always prefer to run a ground wire to the battery. I put a Blue Sea fuse block next to my battery. The positive side is fused and it also has a negative bus for ground wires.
