you can call the cops because its a noise ordinance violation.

Im in Northern VA (Ashburn) and I have a straight piped Harley. If I come home late or leave early in the morning, I try to be quiet. But I also dont redline anything, or cut off the engine and push the bike up a hill.. Not going out of my way so that I can be quiet. I try to limit working on stuff between 7am-10pm.

One time one of my neighbors tried to confront me about turning my bike on and going for a ride, but it was the middle of the day. Sorry guy, not my problem if your kid is sleeping at 2pm on a Sunday. Also, I had full armor and a helmet, and he was running down the street yelling  ( i think he was day drinking). Another neighbor has a diesel truck and a couple bikes and the same crazy guy tried confronting him. Except the other neighbor is a father (and a bit older than me) and he wasnt having any of the crazy guy's shit. I think between the both of us, and the fact that we live in a flight zone near the airport - when a plane flies over every 15 min, the crazy guy doesnt complain anymore. Or he accepted that its going to be loud and changed his kid's sleeping schedule hah.

The county or local cops can’t do anything because it’s vehicle related?

Im not understanding that. If I am speeding in a vehicle, only State Police can get me?

I see that as opposite of what the community wants. It forces the bad neighbors to stay in the community rather than freely leave.

Some stuff. Not a lot, just some.
    ^That^

Condition them. Follow their late night noise fests with a morning rebuttal. Get your lawn mower out and let it run. Same with a weed eater. Just let them run. Have any loud power tools? Fire them up randomly as well and as close to their bedroom window as possible. Ask around. See if any other neighbors want to join in.

Convince them to get into Tacomas, or some other vehicle that is more quite, and less annoying to others to modify.

The music is easy, the car on the street- not so much. You have already asked them nicely, now call the cops for the loud music. Every. Single. Time. It's really the best you can do. If it's 3 times a night you are calling the cops, then do it. If it's 10 times in a night, do it. Talk to the other neighbors about them, have them call the cops as well if they have the same issues. All this talk about making noise in the morning.. laughable. Idiots like this don't care even a little bit. They probably have hearing loss and are actually too stupid to be annoyed by noise in the morning, night or any other time. All you are going to do is waste time and get more pissed when it doesn't work. Do not put any more energy into this than you have to, it will not improve your mental health. Just call the cops for noise violation. Maybe try to stealth video capture the car activity at night, because that is going to be hard to nail them on. You need the cops to come to the house while the music is loud at 2am, because that is illegal. Find out the noise ordinance and if it's 10 seconds past the time they need to be quiet, call the cops.

This may be easy for me to say, my nearest neighbor is a half mile away. But that is the course of action I would take. Talk to them nicely, maybe once talk to them not nice at all then constant report to the authorities.

Ping pong ball in the gas tank is always a fun one, maybe a high powered security light shined at their house discreetly, early am noises, I’d bring a 6 pack if they are old enough to drink and have a pleasant chat with them explaining the issues first.

HOA fines cannot result in liens on the property, nor can unpaid fines result in interest or late fees for unpaid balance of such.
HOA fines need to be settled before the property sells.
Only delinquent HOAs dues can result in a lien, late fess, and interest accrual.
Thats the way it works in CA at least.
Many times when there are shit bird neighbors they are in fact renters and the owner has no clue about the issues going on.
Get the HOA involved and they will send the owner letters and if the issues persists call the cops.

His lastest vehicle just caught in fire. A few days ago. It had rims on it until yesterday. Looks like there was a fire under the dash. They smashed the drivers side window to open the hood. When the hood wouldn't open, the pried it open.

In the past week he's had 2 other cars both dead now.

I feel really bad for their neighbors. They are trying sell their home right now. The house looks perfect! Meanwhile you have this ass hat living next door.

OP, Most cities have noise ordinance after 10pm. Call cops. Doubtful you are in HOA with that BS going on. If you are they can do something.

A bunch of Karens in here. Did you try complaining to the manager to get your meal for free?

Move out of suburbia if you don't want to have difficult neighbors. I've met 1 of my neighbors. I met him once. He lent me some coals to melt some ice in my driveway, he passed away 5 years ago. Best neighbor I've ever had.
