Looking over everything more carefully, if you pull one tail light bulb at a time can you get rid of the issue - not sure if that’s a feasible route to diagnose if it’s a faulty socket or bulb, but now it looks like you need to find the place where power’s transferring from the headlights / tail lights to the blinker and it could be in the tail light circuit since you followed the advice to remove the tail light fuse and the issue went away.

Yes, the corner lights are powered by the Tail Light fuse.
If by pulling the tail light fuse, your turn signals works correctly, that tells us the problem is in the tail light circuit. Do you have trailer wiring?

It wouldn’t hurt to inspect the wiring harness all the way back to the lights.

That's good - it's one less spot it could be feeding power. Keep looking through the harness and taking apart connectors like the one under the driver's seat if you already haven't. I'm guessing next up would be the switch / steering column wiring but if you don't find it out I have a 98 wiring FSM.

    Looking at it means nothing.
    Unhook it from the truck.
98% of the time it’s a short internally in the box.
Anytime I have one of these I cut the box out and it fixes it.
The other 2% it was installed like crap and was going to fail soon anyways.

The wires from the box to the tail lights yes. Unhook those input wires and try the systems

People wire those things up all sorts of ways.
So any extra connections in the tail lamps disconnect
