Late to the party but allocations can be "reconfigured" per requests prior to their build dates. You can only change smaller things though...color and option packages that are within Toyota's allowable configurations. You can't change things like model, transmission, cab size, bed length, 4x4, etc. Whether re-configuring an existing allocation counts as a "custom", "special", or whatever order is semantics. The important point many made is that Toyota does not allocate builds in response to customer requests, ever.

Southeast and southwest regions both add tonneau covers at port as part of their special package. It even has a Toyota on but distributor installed.

They do, but it's not the same tonneau cover that gets installed at the factory.

True, but they do assemble it in the even more Mexican state of Baja California, which is basically California, right?

When the 20's arrived to port in November they popped up on Servco's website, they gave me $1200 bucks off even before they hit the showroom, had to pay $500 to ship it over to the Big Island. BI Toyota start with +$1500 for market adjusted value.

TBH though the reason I went to Servco was the BI dealer thought all OR's were gonna have the LED headlights. When Servco got them I noticed the LED's were an option so had to go with Servco cause BI don't ever order long beds with the tech package.

The BI dealer made it right when my wife Rav4 XSE came in. We actually ordered one from Servco also but they wouldn't budge on price but our BI dealer gave us a great deal. I was surprised because this was in July when they had like 20 cars on the front and could have easily got the extra $1500 if they wanted (not from me)...

You can change your “order” but if you want a different color or the tech package you’re getting a whole different truck. They will still build the original truck and ship it off, you are allocated a slightly different truck that was also scheduled to be made exactly as it is.

Mine was done over email, no test drive, no tyre kicking. I'm sure Servco love stealing BI customers. Funny thing is BI Toyota are not Servco, but they buy all of their cars from Servco then sell to us...

I'm fairly certain that is incorrect. Color and options can be changed via request on a given allocation prior to build. Don't believe me though. See this post from the insider who has more than proved his credibility hundreds of times over on this forum.
