Yeah I skipped every recall on my 2nd gen because none of them were particularly worrisome and I still registered my Tacoma every year.

That might vary by state or county. I just renewed my tabs without this recall being done and a remedy available for my VIN.

    https://www.govtrack.us/congress/bills/114/s617/summary

Repairing Every Car to Avoid Lost Lives Act or the RECALL Act

This bill declares that a state is in compliance with safety recall requirements if the state agency responsible for motor vehicle registration ensures, by a motor vehicle identification number search of the National Highway Traffic Safety Administration's recall database, that each registered owner of a motor vehicle registered in the state is notified of all recalls issued by the vehicle's manufacturer by certain deadlines, depending on when the vehicle is registered.

A state must also require that owners complete all recall remedies as a prerequisite for motor vehicle registration renewal, with the following exceptions:

the owner had not been notified of the recall before being notified of the need to renew; the manufacturer, through a local dealership, has not given the owner reasonable opportunity to complete a recall remedy because of a shortage of parts or qualified labor; or the owner demonstrates to the state that he or she has not had reasonable opportunity to complete the recall remedies, in which case the state may grant a temporary registration for 60 days during which time the owner must complete the recall remedies. The Secretary of Transportation shall withhold 5% of federal highway funds from a state that is not in compliance with these requirements.

    False.
Also from the link you provided

Bill died in a previous Congress
This bill was introduced on March 2, 2015, in a previous session of Congress, but it did not receive a vote.

In CA you literally can not register your vehicle if there is an open safety recall.

Strange... I did twice on my two in Sacramento.

Have the safety recalls still sitting here on my desk.

I had my Taco in the shop for service yesterday and the service manager informed me about the recall. He said that he could get the pump in 5 days and it would take a day to do the job. Requested that the tank be near empty...lol, So do they drop the tank or not?
Does not matter to me, I am not doing it.
Told him to order the part and call me when he gets it in and I will make my appointment

DCSB they have to drop the tank as the pump is under the cab. Any LB config (AC or DCLB) they can come from the top via bed removal.

2019 with 6000 miles last night walked into garage and heard the fuel pump running and making variable pitched noises. I started the truck and then shut it down which stopped the pump, this morning it was doing the same although, it ran fine to work...

You sure it was the fuel pump and not the EVAP system? Never had a vehicle that warns you of the noises in the manual.

I have said this as well as others. READ your owners manual! That is normal.

Are you saying that's what the actual method is if you have a LB? They actually remove the bed instead of dropping the tank? Can this be confirmed by an actual tech who has done this procedure on here? That sounds rather drastic. :(

Good question, I'm sure noise was coming from under bed area and sounded like a fuel pump...
