Good question. Probably lack of funding since this is NPS. Or they may letting it go to discourage overuse. Moab gets so much use that all trails get beat up. Charles Wells, guidebook author, hit on this concerning another NPS trail, Tower Arch. “Rating Difficult. We found the trail harder than it was on our previous trips. The obstacle at the entrance was much tougher and the sandy parts were very soft.”
So the more vehicles go over the rocks the more soil/sand gets eroded or spun away and the rocks become more exposed, “bigger”.
Noticed this in my mtn bike days. Pictured trail is Portal, off Poison Spider. This section we are walking, but lots of parts were rideable, even on the sheer parts. My 1st time out there, I was pretty much a beginner but I could ride most of it. 2 years later it was so beat up that I walked most of the sketchy stuff. You have to turn this picture at a 45 degree which unfortunately I can’t do in the pre production.

 

^I like Charles Wells books, although I think his red, blue, green ratings are a little simple vs. a 1-10 rating I've seen others us. And of course that they're printed and trail conditions change.

One trail in Colorado, Tincup Pass, it use to be fairly easy, but wow on the north side, at least the last time I drove it with a lifted Jeep TJ, it was rough. A local that time told me that they were letting it go to discourage ATVs. Charles Wells has it entirely rated as moderate, and thinking back I wouldn't take my stock Tacoma on the north side.

I know exactly where this is. And yeah, I worked Public Land for about ten years of my career. Still have good friends there. Some of my closest friends just left BLM about two years ago to travel the world in a Van. I suspect we know people in common.

I'm not a fuels or natural resource scientist, but some vegetation needs deadfall and dead vegetation to be healthy and to sustain biomes. It's not all about keeping it clean.

Obviously I don't know the exact situation but you could call the local field office and see what they have to say.

 

Not the case here as it's a dry climate and just seems like fuel to burn. Neighbors are keeping their land clean. We've got gorgeous ponderosa pines to protect, and I do plan to call about it.
