Dang, that's just how the cookie crumbles.. Buy at the wrong time and miss out on a deal. Sometimes you'll get lucky and the company will cut you a little slack, but they certainly don't have to.

Edit 2: so a phone call later, and they said they are unable to sell to WA, OR, CA and their system won't even let them override. I explained that my county has no emissions testing requirements, and he still couldn't help. So guess it's time to try price matching elsewhere.
