Seat belt retracts slowly if at all

My 2019 Tacoma Access cab seat belts won’t retract by themselves. Works fine when door panel is removed, but something seems to be rubbing the belt when panel is reattached. Suggestions much appreciated

 

Mine are the same, but will pull back harder once the door is opened. It was this way on some other cars in the past.

I would say that if they retract further or all the way after you open the door, then everything is normal.

I pulled the rear panel off a long time ago to fix a squeak from miss-installation. There really isn't anything in there to restrict it.

 

I could watch that 10 times and still not know how to remove a panel.
