Trying to replace a broken T-Knob Lock Pin. Is the shroud welded in or is mine just rusted in?

The 'barrel' of the lock pin is welded in to the tabs on the pivot spindle sleeve.
The pin itself just unthreads out with the knurled part just above the welded barrel/tabs. Throw some channel locks on there and it should unthread. If it's rusted in then you may need heat to help persuade it out. On reassembly with the new pin put a little bit of marine grease or anti-seize on the threads.

Thanks for the response. Wouldn't be an issue if I had not forgotten to latch the carrier and driven down the road.
