    That is a tool, a tapered ring compressor for a accumulator. I've never had to assemble one of these accumulator but believe it's a large O-ring with some type of nylon backings or something. Some of the guys just pinch everything together with their fingers but I guess this tool makes the job easier. Thing is built one before several years ago. What happened to it? Lost? Dropped and banged up? Hard saying.
