Ok a day later but heres an update.
When I took my Tacoma in to the dealer they said I had to wait till the Master tech gets in and hell fix it. After talking to him when he came out and said it's all fixed and good to go I discovered all he did is scan the sensors and input the IDs into the trucks system. He even said that any tire shop should be able to do the same.
I explained to him all the steps I've done to try to reinitiat the system myself and he said there's no reason that he can see as to why my truck wont read psi after pressing the reset following the steps in the manual but some Tacomas just wont. He said I can just bring it in and they'll hook it up and do it there any time I need but didnt have any real solution to make the system work as designed.
At least I've got correct psi reads now but sorry no good answers for anyone else.

TPMS is such a PITA on my truck, I followed the owners manual several times and still doesn't come back.
Initially I had to reset because just like OP my tires were reading wrong locations on the display after new tire install.

So there are different types of sensor (2) one that work on a high frequency and ones that work on a low frequency, they can't me mixed or switch with the other, a lot of tire shops put aftermarket ones in that "say" they will work or even be "cloned" but they rarely do unless they are high quality. To get the tpms to reintilization you need to have vehicle running, hold the tire light until it blinks 3 times then release, drive 5-20 min above 25 mph and that should fix of not the sensor id's may have been inputed wrong (8 numbers and letters to be inputed). After inputing the numbers correctly and the light still stay on after drive= broken/bad/slow/cheap sensor.

Necroposting this, as I now have this issue. I mounted up Blizzaks on my OEM wheels w/OEM TPMS, and after putting them back on for the winter I'm not getting any pressure readings. The Enkeis I mount for the summer with cloned Schrader sensors had no issue linking up, and these OEM wheels were fine the previous winter. I took my truck in for an oil change and everyone was just as baffled as I was. They're clearly connected, since the TPMS light isn't on, just not getting any pressure reading.

I'll try a longer highway jaunt after doing the reset procedure outlined in the owner's manual, but at this point I'm kind of at a loss.

I assume you have programmed in the ID's for the current sensors. Sounds like the typical problem of the sensors are working but the locating function is not. Either a sensor got damaged during the tire change or it has malfunctioned.

So if the TPMS warning light isn't on then it's reading 4 pressures just fine. If they aren't on the display it just can't rectify their locations.

The Schrader sensor codes were cloned off the OEM ones. It's the OEM ones that now don't read pressure. No re-programming should be needed.

Both sets worked fine last year, so I'm not sure how the sensors could have been damaged, and I stored the winter wheels in a shed for the summer. If they're bugging out because of location (I did rotate), that strikes me as extremely odd, since the system should be designed to accommodate rotations...

So just for clarity, the progression was:

    OEM + Goodyears - Good
    OEM + Blizzaks - Good
Enkei + Schrader Cloned TPMS - Good
OEM + Blizzaks (Rotation) - Bad?

Maybe I'll try an ECU reset.

TPMS has been working fine for upwards of 5 years. All I did today was rotate the tires on my 2016 Taco. Then going by the book did the reset function. Already drove around a bit, with nothing on the wheel display but --. I'll give it a few more days and drive around more, but I'm wondering; if on some trucks the 'reset' button wipes out the sensor ID's? This could explain, why so many have problems.

Does the TPMS display need to be visible all during the re-initialization process?

I put the OEM wheels and tires back on a month ago, and still no joy from the TPMS "procedure".

I might be able to give another option to try if you are configured like I am.

Last fall (2020) I upgraded wheels and tires from stock with five of each. Also had new TPMS units installed in all five wheels.

When I got the wheels and tires installed Discount Tires only programmed in the four tires on the ground and did not program the spare, so all reset just fine.

1st rotation included the spare into the rotation. Had to have Discount Tires program the spare now that it was on the ground. Drove home and tossed the soare in the garage as I didn't have a mount for it yet and was using the space to haul something that week. Shortly after I got home I adjusted the tire pressures to meet my driving style and hit the reset button. Took a little longer than I remember last time, but it reset and all the tires matched the dash display for pressure and location.

Well, just went through another five tire rotation and headed out of town to vist my folks. Reset just before leaving Discounts parking lot. Well, four days and 200 miles later the --- --- still showed for the tires on the dash screen. Took it back to Discount and the young gent spent a good half hour trying all the tricks, but nothing worked. Reset never finished and gave me a pressure display. Well, this morning I decided to drop the spare. BTW, I recently chopped the exhaust behind the axle and this allows the 255/85R16 KM3 to fit perfectly in the stock spare spot. So I left the spare im the garage and took a drive. Didn't even make it two miles and the screen finally started displaying pressure properly again. Got home and threw the spare back up under the truck and went about my day feeling complete again.

    Just a data point,

I switched to dedicated snows in Feb. after taking delivery of the 2021 ACLB in Jan. Though the wheel and tire assemblies are fitted with TPMS senders, I didn't get them coded in, as spring was right around the corner.
In April, the OEM wheels when back on, but try as I might, The TPMS never function even with repeated attempts.

The rig was due for it's five month / 5k mile service last week, so I mentioned the TPMS failure. I spoke to the tech as he wheeled the rig around for pick up. He said he had to re-enter the sender codes on the OEM wheels.

I'm thinking, if one tries to initialize according to the owner's handbook, and "something" goes cockeyed, the sender codes are dropped, and there is no hope except to get the senders re-read and entered into the system. I'm thinking to work on a wiring delete for this function... ;-) I mean really, who needs this crap?

You are absolutely right asking "who needs this crap?"

Never had a vehicle with TPMS let alone an individual tire readout before this truck. My OCD was ticking knowing that there is a feature on this truck and it wasn't functioning as described. After that brief spark of time after my pressures starting displaying again, my OCD let me move on with again with or without this feature.

It's only an annoying lamp illuminated in the instrument panel.

If you ignore it, it still won't go away. electronics don't care about feelings.

So I've got the same problem with my 21 DCSB TRD Off Road. I bought it new from the dealer, and after the first (5 way) tire rotation, the tires showed in the wrong positions. I asked them to address it on the following two trips in for regular service. Each time it was still wrong. When I pressed them to make sure it was correct this past time, they told me that my truck has a receiving antenna located below the rear window that reads the signals from each sensor and automatically determines the position of each tire.

The reason they gave for it not working on my truck is because I have an aluminum camper, which they say is blocking the signal. (Apparently a metal tool box will do this too.) I doubt if this is actually correct because the previous two times I asked for them to fix this, they told me that they needed to scan and input the code from each sensor into the computer to assign the sensor position. Now, after they 've messed with it at this most recent service, I no longer have any tire pressure readings, and occasionally I get a blinking tire pressure light on the dash which goes away after about 10min. I would love to know what the problem actually is and how to fix it.

Every single tire rotation done at the dealer has resulted in the same issue for me, despite them swearing up and down that they addressed it before I left. I've gone to @Discount Tire every time and they generously scan each tire and re-register it, no charge and no fuss. That's one of the many reasons they get my business over and over (an embarrassing number of new tire purchases, frankly).
