This I know, they have to quote by the book hours so they want to make sure they are 'at or faster' than what the book says. Book says 4-hrs, but they can get it done in 2, they still bill for 4. Kinda scummy.

Not really scummy then every job by every tech would cost differently. So in one shop the same job could range in time from 1 hr to 6 hrs just depending on the tech you have working on your vehicle. It also deincentivizes techs from moving through vehicles since they could just milk that one easy job for hrs and hrs and charge you. Or he could get paid 4 hrs for said job no matter how long he takes so he wants to lollygag gets 4 hrs moves quickly and efficiently beats time you get your vehicle back earlier than expected. It works both ways. Hell yeah we find ways and processes to "beat" the time. Also sometimes the service writer incorrectly quotes the time and compounds things that should not of been compounded. Like a tensioner and idler, typically if there are 2 things in the same area there is a compounding but minimally. Instead of .8 for the tensioner and .8 for the idler. It would be .8 for the tensioner also doing idler .2 extra. If that makes sense. It can be scummy when there are dishonest techs and dishonest service writers adding times incorrectly and/or adding the additional time for things that do not apply with additional optioned vehicles. Most service industry jobs charge labor like this. It's not ideal but neither is the opposite. There is a reason why a lot of the "typical" work has become package priced like your routine maint. and typical maint repairs like brakes for example.
This is true but we also could bring home paychecks that were 1/2 of the hours that we actually worked. If you are decent have a good work ethic get paid ~25/hr and work in a shop that is rather busy it's easy to make 6 figures.

Oh yes, don't get me wrong. I fully understand the 'by the book' quote. On one hand, the book quote protects the customer from being billed for additional surprise hours while allowing the business to strive to beat that time in order to roll out more vehicles. The other hand you touched on in your comment. 2 similar jobs in the same area but being charged fully for two separate jobs. Take replacing a radiator and fan for example. To get the radiator out, you need to pull the fan off so instead of being billed twice for the same job, its just one job with parts and a fraction of labor for the second job. A customer really leans on their service writer to not pull the wool over their eyes when billing, that's where I get the scummy from. Are there honest tech's and honest service writers? Absolutely, but it's those bad eggs that leave a sour taste in a customers mouth. When you manage to find an honest shop, they tend to keep their customers for life from what I've seen.

Adam needs to buy his own shop. Dude is honest and does things the right way. If & when he does
his business will boom cause I don't think he would hire a bunch of dick heads. I'm all about people who
own shops making money and profit. But at some point take care of your customers and they will take care
of you with repeat business and referrals.

:hattip: . Yeah I won't sell are tell you you need stuff just because . That's why I stay so busy with my side stuff with Toyota's . Hell I get at least 6-7 people a week that have Toyota's that want to lift it and ask me about the suspension and what they need and my first question is what do you want to do with it. Then I build their suspension for them send them the best prices that I can find charging reasonable prices for the install along with no tape anything outside Macy during the install pass that to them so they can determine when or if they want to address it.
