Another thing that i run into occasionally when doing background checks for potential new employees is errors in the state files when someone with the same name has an infraction, and it gets logged onto the wrong person. Happens more often than you would think, and is a pain in the ass to get corrected.

I don't know if you've heard of the reality show Parking Wars, but over ten years ago there was an episode where they were filming the proceedings in a Philadelphia traffic court. This guy had his girlfriend go to the hearing in his place because he was worried he had warrants for unpaid tickets; Turns out he was right and the judge would have had him taken into custody on the spot! Why...?

It's the "errors in state files" you speak of; The poor bastard had an outstanding warrant for driving with a suspended bus license. In Pennsylvania, a "bus license" is basically a Class or B or C CDL with a passenger endorsement; This guy was not a bus driver and had never held any kind of commercial license in his life, so he was utterly confused. As stated above, he did not go into the courtroom...

An unpaid ticket no matter what for will cause a warrant to be issued a outstanding warrant will cause a back ground check to bounce back .

Once it did the process will likely stop since it was not a felony warrant your friend could walk out of the court house

I got bit in the butt over a Log book violation from back in the eighties I never received anything in the mail and forgot all about.

So he would have to go up to NYC to deal with this, or could he do it online?

But you think that stupid seatbelt ticket is definitely the issue here?

This happened to me! They mixed me up with someone of the same name and called me saying I was rejected because I was convicted of criminal contempt in court in 2003. I pointed out that was impossible because I was 12 years old in 2003 and they quickly realized their error, apologized, and issued my permit. You would think they’d use your SSN to verify they have the right person but I guess not.

if I were your buddy I’d press for why he’s rejected.

But also that UNPAID citation might be his problem. Paid I’m sure it would be no issue. CCW they don’t mess around with the severity of things no matter how minor, Unpaid ticket is an unpaid ticket in their eyes.

CCW typically undergoes an FBI background check which is why you provide your fingerprints. It is much more rigorous than an NICS check over the phone to buy a gun.

I don't think the CCW in PA goes through the FBI because I've had mine for over 30 years and have never been fingerprinted for it.

I would be more concerned the county sheriff is unaware of the ADA laws regarding this and dinged him for being blind. Strictly my opinion but could be wrong. I would call and ask to speak to the sheriff and explain that he wants to correct any errors that may be in his file.

My friend was able to retain his driver’s license until last year, even though he hasn’t driven on a public road in years. He had to give up his license to get a handicap placard.

So, I'm from PA and have a permit from way back (Delaware County) but now reside in VA. So don't take this the wrong way....it's just me thinking both sides. If he is legally blind, how does he identify his target with a weapon? You know...the rules of weapons handling and stuff. Never point at something you don't intend to shoot, treat every weapon like it's loaded, etc, etc....So, how can one identify the target in this particular situation? It to me is a very dangerous scenario that would put at risk innocent lives. At the same time I get that he wants to defend himself, but there are risks involved. Not arguing with anyone, but just an observation.

Ya, this is not a small thing, it is in-fact, quite large. entering an address ending with RD & should be DR will more than likely get flagged, use the exact information on your Drivers license. jmop

PA is a "shall issue" state. In other words, you apply, pass the criminal background check, you're issued a CCW. Still need to show up for photo ID . No fingerprints. Been that way for at least 30 years. Typically takes a day for turn around. That's changed a bit since COVID restrictions with courthouse shut down. Our sheriff's office is very 2A friendly.

Fair enough, I’ve held CCWs in 2 different shall issue states and I was printed and run through the FBI database both times. That’s Cool you don’t have to do that in PA.

My main point with that example was CCW checks tend to be alittle more thorough than an NICS phone call so being able to buy a gun doesn’t necessarily mean you definatley can get a CCW.

In South Carolina, it is very easy to buy a gun, but one must pass a proficiency test in order to get a concealed carry permit; My uncle, his second wife, my cousin, and her fiancé all live there and have carry permits.

I had to do the same thing when I lived in North Carolina. Everyone is required to take a CCW class and shoot a minimum score to be eligible for a carry permit.

Here in Oregon I just had to take an evening class at the sheriffs office but no shooting.

In both cases it was about a 6 month wait after applying. There is a lot of state to state variation

Maine also requires CCW course certificate/verification (shooting proficiency is part of that class) as well as FBI and mental health background checks. Mine took about 6 months. Permit is valid for 4 years. Same process at each renewal.

Edit - don't have to take the class every 4 years as long as you have a copy of the course certificate.
