HA! I can't answer that one. I can say that NYS you can get a ticket if you leave it in. I think police use some sort of discretion with the farmers and small business owners who tow frequently. Technically if it's removable and you're not towing it is supposed to be out of the receiver here. I take mine out if not in use because I'm not giving anymore money to this state then I have to.

I can't quote the New York State V&T law, but I have friends in law enforcement and I asked if it was okay to have the ball in the receiver (so to speak.) Basically, whatever you want to put three feet behind the rear bumper is fine. To include hitch balls, bike racks, or the rack for your Hov-'r-round.
Also, back when I drove a Civic I had a guy in a '74 Ford Bronco back up into me and put his hitch ball through my hood and he was not ticketed.
That is not to say that what you have on your vehicle isn't your responsibility, it most certainly is.
In my [humble] opinion; if you don't use it all the time, find a safe place to stow it. That way if something does happen you can minimize damage to someone else's property...let's try to be responsible Taco drivers. If that's not reason enough, take it out so it doesn't rust in there...maybe that's not an issue in the southern areas, but it is in upstate NY.

    stock, for now
never knew any states had any kind of laws for riding with your recievers in. I leave mine in quite often(its in now) even thou I'm not towing anything, anytime soon. I travel to PA quite frequently, and NYS a few times a year, and never thought to take the reciever out.

I keep mine in all the time so that when some jerk runs into the back of me it goes right through their radiator.

I was filling up at the gas station the other day just after dropping off the trailer and I hadn't removed the ball mount yet. Next thing I know my truck jumped and lurched forward. I turned around and saw a freaking taxi cab behind my truck. The driver was looking at the pump to line it up with his filler cap and wasn't looking ahead of him. His front license plate had a pretty deep dent that looked like it went through the bumper and I had nothing on mine. After that I leave mine in, just in case...

    In the under-seat compartment? How?

Besides, if you're in a roll over, everything is going to be a projectile.
