Yup, mine has been between 1/4 and 3/4 for last 500 miles. I stopped filling it up all the way.

Erase the ecu memory even though there's pending code.

    Stock. EZ pass.Dump pass.Inspection sticker.Convict printed lic.plates.FG cap.
That would start all engine ready checks at 0 data and no systems ready.

That would put me back to no monitors ready and no data for the ecu. However, that's not all that bad as I can reset all the monitors in about a half hour of driving the drive cycle. I've done that probably 3-4 times maybe.
Also, there's no pending codes or CEL illumination.
    Just the evap isn't ready.

Wouldn't matter if there's pending code or not. Years ago, I put maybe 1k miles in 2 week and couldn't get the evap ready. Erase the memory (even tho there's no pending code), follow the procedure and all green light (ready) the next day after driving it maybe 20 minutes in stop and go traffic.

I will second the clearing of the codes and starting from the beginning again. The last few problem smogs I have had I drove them and drove them and the CAT or EVAP just wouldn't do its thing. I cleared the codes and took her for a run and damn, they all cleared. The only difference between the successful attempt and the prior attempts was I did it at 11:00 PM with no traffic to interrupt me or have to stop/slow etc for mid-test. Driving @ 45 mph in CA is difficult at best with being a rolling road block.

Just to follow up..my truck passed smog today with the Evap monitor not complete.

When I showed up I said to the tech "All of my monitors are complete except the Evap monitor. It is not complete. Is this okay?"
He asked what year my truck is and I replied 2003. He said it's okay as long as it's 2000 and later.

    Good to go.

Also, my friend's box truck passed a few weeks ago with the evap monitor also not complete.

With this said I think it's still up to the smog shop if they want to pass you. They have the option to decline...maybe.

    Just to follow up-

It’s been around 5,000 miles since my truck passed smog with the evap monitor not complete.
As of now it is showing complete. Finally.

Huge thanks to v5ensx! This needs to be reposted a couple million times.

Ignore the Readiness Monitor Drive Patterns officially released by Toyota; they are completely useless, and brought to you BIG Oil to waste gas, time, and money.

I had just replaced tons of EVAP hoses, vapor canister, and everything in the gas tank while chasing a small EVAP leak code being thrown. Drove that drive pattern 5 times, ensuring that all pre-conditions were met. It didn't do shit. The EVAP monitor would not engage.

    ⚪⚪⚪⚪⚪⚪⚪⚪⚪⚪⚪⚪⚪⚪

    THESE ARE THE CORRECT DIRECTIONS

    Preconditions:

    • MIL is OFF
    • Fuel level is between 1/2 to 3/4 full (for faster completion).
    • ECT (Coolant Temp) is between 40F and 95F (4.4C – 35C).
    • IAT (Intake Air) is between 40F and 95F (4.4C – 35C).
    Procedure:
    • Connect the OBDII Scantool to DLC3 to check monitor status and preconditions.
    • Release the pressure in the fuel tank by removing and then reinstalling the fuel tank cap.
    • Start the engine, immediately crank AC to 100%.
    ⚪⚪⚪⚪⚪⚪⚪⚪⚪⚪⚪⚪⚪⚪

It only took 3-5 minutes for my EVAP monitor to pass...
