    Yes they do with slight modifications.

    96-98 4runner mirror bolt on and should be plug and play
    99-02 (the better looking ones) need a nub ground down and use a different wiring connector, but they can still be installed without too much work.

    How much work are we talking about here?
    I’m thinking about getting some 99 mirrors and want some idea of what I’m getting myself into if I pull the trigger on them.

    That's pretty much it. If you want the heaters then you have to add wiring for those.
    If you don't have power mirrors at all then you will need to wire them all in and wire in a switch.

    If you don't care about them being power, you can just push them around with your fingers.
