Replaced my idle pulley bearing today but when I put the nut back on, I think the bolt stipped and now I can't remove the nut because it just keeps spinning around.

Is it possible to get a hacksaw or sawzall in there to cut the bolt?

You need to get a grip on it (literally) with vise grips if neccessary either the nut or the bolt & try to loosen with it not spinning around , you may get lucky & re cut the bad threads when backing off the nut/bolt, try this first....
