    Can I attach a ground to the bolt that usually runs through here? Bolt was already removed, just want to be 100% as I’m wiring up new fog lights from Cali Raised. 430EA9DD-3552-4A85-B034-FD111638C7EF.jpg

    Get sandpaper or an angle grinder to expose the bare metal. It’ll work but you don’t want paint in the way of your ground connection

    Modern vehicles generally it is best to actually run a ground wire along with a positive to your device. While more likely than not the body is fully grounded in almost every place there are a couple of exceptions where this can occur. There is a lot of plastic and they often run ground straps between the metal areas around plastic areas that can break. Also rust proofing can actually block metal to metal transmission. The problem comes into play when you actually create an electrolytic current across body parts which can lead to rust even though you would think the whole body should be a ground. So generally it is recommended to actually run the black wire straight from your grounding block.

    I don't think paint will be an issue if there is usually a bolt there.

    Op, install the bolt and use a multimeter to check the resistance from the bolt head to the negative battery terminal. Should be 5 ohms or less.

    Yes. Sand some of the corrosion off to expose bare metal. Also use a conductive grease something like a aluminum or copper based anti-seize
