Yep, same thing here. Happened last summer maybe a half dozen times in a 10 day period. Took the drums off, cleaned everything up good, and was good to go for 11 months. Happening again now, and there isn't as much crud in the drums as there was last time. Pics of how bad it was last time:

Toyota cleaned my drums out. They said it looked like I was towing a boat and dunking my wheels in water. But I was t.

And in the three years since it hasn’t come back? Have you ever cleaned the drums again preemptively?

more been 6 years and hasn’t come back. I am not mechanically inclined enough to clean it out. It was still under warranty last time so it was free.

not engaging parking brake really helps after getting wet.

I use my parking brake religiously and have never had my back brakes lock up too a point where I couldn't unlock them. Except, when my Brake cables broke at the drum and froze.

If I put it in reverse and don't release it, I feel it because I idle out of my spot.

My brakes haven't looked anything like what I've seen in this thread. Brake dust, that is it. That and I've replaced axle seals behind the brakes before.

I tow a boat in fresh and salt water as well.

I live in maui this just happened to me just now. Right wheel was stuck. Jack the back wheels up and put it to drive. Driver side wheels spin but passenger wasn't. I grabbed the rubber hammer and start pounding on the drum. I see alot of black dust falling off fron the inside. Put it back on drive it moved a little so I help it spin and finally the tires has some movement. But when I stop spinning it it won't spin by it self. Luckily I have arb air lockers turn that on give it a little gas and she start spinning left it locked and on driver for couple minutes then switch it to reverse she spin but I hear I little noise coming from the right drum only in reverse. Drove it around for awhile with no problem. Thank God for tacoma world. Lol I thought it was something major. With a rubber hammer and few hits on the drum it got it unstuck
