My 2017 lights are fine, sad to see that the 2019's are so bad.

Upgrade to the LED’s. Zero issues, night and day difference. Gonna be honest, never had an issue with the halogens in the city. I live in BFE now, so the LED’s are handy

I love my S-V.4 LEDs in the Tacoma projector housings. Just remember they don't self clear if you have to deal with winter spray. I'd love to try the OEM LEDs, but can't justify spending that money right now. Plus at least this way I have the option to swap back to halogens for the winter.

The LED’s really aren’t necessary unless you live in the middle of no where. I live in SoCal, so I rarely get snow (yes I get snow where I live).

leds are fantastic for rural areas. I ran my halogens for 3 years with no issues. It was really when I moved to a rural area outside of San Diego when I felt they would be a good addition

This is a great point. I find them good everywhere, however I commute 45 minutes (one way) for work through some pretty rural area. Michigan is one of the states where you're most likely to have a crash with a deer. My LEDs are phenomenal at showing deer compared to my halogens. However, in the winter the snow provides a great background which helps to amplify the halogen output.

Which brings me to my next point which spins off of yours: It all depends on your environment as well for the spectrum of light you're emitting. Areas like where I live tend to absorb more of that yellow colored light and so, in theory, the halogens are brighter at a distance (in terms of lumens), but I can definitely see better with my LEDs at the same distance since the environment absorbs far less of the white light than the yellow light.
