Dude that's not bad. They may look rough but new springs can be had for a few hundred and a rebuild isn't that bad. If you want them looking brand new you can pretty much replace every component and have them looking brand new.

All the shocks I've bought have been used. Rebuilds at a industry supported shop are like $150 per + materials cost (oil, seals, etc). If you can someone local, then can do it for $75 per + materials cost.

I'd ask for more photos of all sides and send them to your intended service shop for a realistic quote.
Rebuild (without replacement parts/springs) will likely be around $600, so you're already at $1000 for front shocks with over 100k on them... Is that an ok starting point for you? What if you end up spending $1500?

Whoa, I haven't see those prices. Must be the local market since you're in SoCal and there is a lot of competition with all those trophy and brophy trucks running around.

If that's what you are paying for labor on a rebuild you should find a different shop.

$400 is a great price but you need to be aware that you'll likely into the rebuilt a couple hundred before they're ready for use. That's assuming they don't need any replacement parts (shafts, etc.) 100k is essentially two service intervals so I'd be extremely cautious and expect a hefty repair bill.

They're rebuildable, I would take it for the price, for what you spend to rebuild is still under the MSRP they go for.
