It starts engaging about 1/2 of where it was, but full lock is about 5/8 of where it was.

When you tighten down the brake shoes to tight and backed off, how many clicks?

 

When the rotor was "locked up" I backed off maybe one click. Basically made it to where it was just barely touching the inside of the rotor with the parking brake off. That's how I've always done it. Seems to have done the trick.
