I hate HOAs with a passion and generally MMOB, but your neighbors sound like absolute trash.

report the overt ILLEGAL actions of Ur neighbor

hop they live more than a few houses away from U

their negligence is going to effect Ur home value

lien on the peoperty circumvents them selling out & moving on

    leaving a derelict structure

the lien equals the $$$ value of depreciation + repairs

Seconded. I'm looking for a house and specifically looking for something with no HOA. I don't need anyone telling me what I can and can't do with my property. If I want to park a boat in my back yard, I'll do it. If I want to paint my house maize and blue, I'll do it. If I want my project car sitting on blocks in the front yard, it'll happen. If I want my Christmas lights up until July, so be it. Etc, etc. I'm not going to pay someone to tell me I can't do these things with my own property. /Rant.
    Agreed about OPs neighbor though.

to be fair, i don't live in an HOA, but it sounds like most of their behavior is against most town laws which would get them in trouble anyways.

so it's hard for me to come down on the HOA in this case. i don't agree with anyone dumping fluids intentionally down the sewer/street, or really stupid noise..

I've had better luck complaining to the city than my HOA over issues. My next house won't be in an HOA. At least your HOA is making an attempt to rectify problems. That's more than I can say about mine...

I would just be a child. It is pretty funny to soak someones lawn at 3am with gallons of dish soap. If anything it would help clean up that oil once it rains, because if done correctly, won't be noticeable until it does.

Glue a cinder block brick to their driver's side windshield with a tube of crazy glue. At least you'll have some fun watching them try to get it off.

Sounds like some crap neighbors for sure. Easy way to oust them is to put some deer or cat piss in their car intake cowl, they’ll get the message. Or maybe have the electric company disconnect their meter, there are always two ways to play that game.

Once again the felons are talking a good game. Try the city but don't expect wonders. Unless it's a public safety issue most won't want to get involved. Otherwise you have two options, move or out last them.

If they are who they say they are the landlord won’t put up with that kind of nonsense for long. I’ve booted tenants for less.

You'd be surprised how far the gift of a good pie can go in restoring bad neighbor relations.

Sold a house in a HOA earlier this year and I had to pay $500 to get an approval to sell, even when I was paid up on all my dues and maintenance…. Never again.

Other than them, do you like your neighborhood and other neighbors? If no, move. If yes, outlast them.

I suppose HOA's have their place, but even then people don't always follow the rules. Example at our last house the neighbor but a rock drive in and it created a mess in our yard every time it rained.
Now no HOA for us, we're out of the city limits so pretty laid back. I've gotten a little frustrated with one neighbor (the only one right next door) when he brought 3 little pigs home and they rooted up all the landscape rock and plastic under that that kept weeds from growing up underneath the fence. He's cool enough I could overlook that.
Another guy around the corner from him, well after he built a small modular home, I started noticing trash bags along the side of the road. I never was 100% sure they come from him, but I will say that after a couple of those trash bags were emptied out all over his front yard at 4 in the morning, I haven't seen a trash bag on the side of the road since.
