Again the premise of this "deterrent" is predicated upon the belief that this dickwads are trying to sell the stolen cats to a reputable reseller/yard/etc. But they're not... they're just bringing them to scrappers who strip them of the precious metals and sell those metals on the market.

 

For sure, I had the same thought. If they catch on, though, they could also be a device for authorities to catch unscrupulous buyers.
