    The fix is EZ. All Elon has to do is hop on twatter say they're the cause and drop the phone number and email of the FAA. When they get a few thousand phone calls a day for a few weeks they'll bump his case up in priority and accelerate all the processes.

    He's already publicly criticized the FAA several times. All he has to do is take it up another notch, and I'm sure them trying to delay him for 6 months could be just that tipping point.

    Private astronauts is old news. https://en.wikipedia.org/wiki/Dennis_Tito Pretty sure everyone agrees he was an astronaut in some sense of the word. Wasn't crew, but definitely went into space.

    Hubble - um, no, the ISS is useless in that regards. To go from ISS orbit to hubble orbit, you need to match altitude and flight direction - which costs just about as much dV as just launching from the ground to the right instantaneous orbit in the first place.
    Dragon has had no EVAs to date. 'Best' plan is to send up an airlock+workshop+spacesuit module to the right place, (say, modded cygnus) then send up a dragon to dock and crew it. It's pretty old tech, though, and there really isn't a good replacement for it in the works.

    Unfortunately not. NEPA is pretty defined law and the FAA is required to abide by it's processes.
