Looks like some grease on the rack and a very little bit of fluid in the boot. I'd assume it's suppose to be 100% dry?

Grease might be remnants from being assembled. I’ve seen a lot of steering racks, not just on Toyota’s, over the years have a small amount of fluid that weeps past the seals and collects in the boot. If it isn’t a large amount of your res isn’t dropping noticeably, I wouldn’t worry.

It was very little, not enough to drip on the ground even after the boot was off. Truck is a 2016 with 85k and they have never been touched.

I wouldn’t be concerned then, it seems to be pretty standard to have some seepage.
