    I finally got up the nerve to open mine and found a button and an instruction sheet inside. The instructions said to push the button to turn off the heater fan clicking noise.

    I'm pretty sure that's your rdk modulator, it monitors the discombobulator, to make sure it's not whopperjawwed, if it is, it will shut down the doohickeys, it can only be fixed with a sky hook. Glad I could help.

    Toyota didn't come up with the air bag miniaturization technology till the '07's I believe .
