I can't think of a good reason why live ammo would ever be on set.
I can't even think of a bad reason.

To state the obvious:

This is gross negligence.
The prop guy certainly...but also on the part of the one pulling the trigger.
If you're gonna handle firearms, it's your duty, at a bare minimum, to learn how check it for live ammo and also how to clear it.
Blanks are easily distinguishable from live ammo.
And of course, a firearm is always loaded with live rounds until you prove it otherwise personally.
Trust no one.

I should think the prop guy is open to criminal negligence charges.
If I had to guess, I'd say someone had been doing some extra curricular recreational shooting with the prop (firearm) in his off time.

This kind of thing really pisses me off.

Many unanswered questions still; why would a prop firearm even be capable of firing a real bullet? But then again....as long as the barrel is open (for affect) even a blank could be capable of propelling a projectile out. Say for instance a pencil dropped down the muzzle?
Who knows.
What gets me irritated is the rich and shameless who make a fortune off a shoot m up movie and then speak out against us common folk having a right to ownership...
