    does it retract OK?

mine doesn't retract and hangs out the bottom of the door to get wet if I do not deliberately throw the belt/buckle onto the seat

Mine just feels softer on a humid/rainy day. I can never really tell if it's damp or not. I've had other people feel them and just shrug. On a hot dry day they're hard and retract faster/smoother. It's concerning after the amount of leaks I found in the cab of that 03 Tundra.

Yeah when it's more humid out it definitely gets softer. For awhile too I just wondered if that was normal for the seat belt material. But when it pours like it did today, you can really feel how wet the belt gets. It's definitely absorbing water from somewhere between the interior panel and the body of the cab where it retracts into. Just can't figure how

I guess all you can do is pull the panel and watch after spraying it with a hose for 10 minutes. I'm scared because I'm also part of roof rack (roof rack hole in your case) gang.

Yeah I've kept a close eye on the rivnuts plugging the holes. I figure if they were leaking then it would be apparent via a wet/stained headliner, but luckily that doesn't seem to be the case
