I just replaced my harness with a heavy duty one. After a week of working perfect now they will not fully shut off . They just stay on very dim. I pulled the switch but still the same thing.
    What next?

Did you run the new harness pass anything sharp and not protect it?

Then you must have some type of short in the harness that's allowing some voltage thru.

sounds like your fog relay needs replacement, likely mechanical binding/failure allowing voltage through the 'a' contact.

Pull your relay and see what happens. However if they are dimmer I would think that you have a short to voltage somewhere
