I got a pair of fog lights on Amazon
Its auto wiki fog lights its been on acouple years now. I put in some led fog lights to replace the old halogen. I also replaced the button with a caliraised button aswell. I didnt do any rewiring yo put the button in or anything i just unplugged the old and plugged in a new button. I replaced the button because it wouldnt turn on when i would press it or it would sometimes it would turn on when i pressed it. But then today i turned the truck off and my fog light were on but were dim. And also had a slow flicker to it as well when my truck was off. I checked the fuse and it seems fine. I have a add a fuse into the truck with a 10 and a back up 20. Any ideas?

Your switch has a low voltage leak that is enough to turn on the LED lights. You can verify this by unplugging the lamp and testing with a voltmeter. Then unplugging the switch and seeing if it goes away.

I also check the fuse that came with the wiring kit, the fuse is still good but theres a residue on it, could this be a potential problem as well?

The fuse is just a fuse. It protects the circuit. If it wasn't working properly then the circuit has no power. The switch, switches power on and off. If you have power when it should be off then the switch is the first place to look. Unless you also have a relay, then the relay is the first place to look.
