that'll stop the noise but its a bandaid fixing a symptom not the problem. Need to find the reason why they are moving in the first place and fix that.

If he doesnt have one it'll definitely help. If the toilet has a shitty valve that closes too quick when full that's a problem. they need to close slowly to prevent hammer.
