    SEC. 24212. HEADLAMPS.
    (a) Definitions.--In this section:

    (1) Adaptive driving beam headlamp.--The term ``adaptive driving beam headlamp'' means a headlamp (as defined in Standard 108) that meets the performance requirements specified in SAE International Standard J3069, published on June 30, 2016.

    (2) Standard 108.--The term ``Standard 108'' means Federal Motor Vehicle Safety Standard Number 108, contained in section 571.108 of title 49, Code of Federal Regulations (as in effect on the date of enactment of this Act).

    (b) Rulemaking.--Not later than 2 years after the date of enactment of this Act, the Secretary shall issue a final rule amending Standard 108--

    (1) to include performance-based standards for vehicle headlamp systems--

    (A) to ensure that headlights are correctly aimed on the road; and

    (B) requiring those systems to be tested on-vehicle to account for headlight height and lighting performance; and

    (2) to allow for the use on vehicles of adaptive driving beam headlamp systems.

    (c) Periodic Review.--Nothing in this section precludes the Secretary from--

    (1) reviewing Standard 108, as amended pursuant to subsection (b); and

    (2) revising Standard 108 to reflect an updated version of SAE International Standard J3069, as the Secretary determines to be--

    (A) appropriate; and

    (B) in accordance with section 30111 of title 49, United States Code.

    I'll just be happy if auto makers would have the taillights turn on with the daytime running lights so people wouldn't drive darked out in the back at night. Or I just wish people would take the time to turn on their headlights properly... whichever comes first.

    In Canada we recently have mandated DRLs for tail lights. It only makes sense. Especially for those who don't know how to turn on their lights. At least they'll have some sort of light on.

    Adaptive lighting is cool. As long as it works better than Toyota's useless auto high beam implementation.

    My lights are on auto meaning they come on when needed no need to do anything.

    Another brick in the wall that will eventually reduce OE innovation, continue to raise prices through forced change and greatly hinder the ability of the user to customize / modify their vehicle.

    Having an old vehicle will be the only way to play someday; everyone else will have plebeian transportation.

    Update:

    Ziggy says there is a 97.3% chance this thread will turn into a tempest in a teapot and there will be at least one ban for politics as the storm increases. :D

    PS. @NoDak this really isn't a 3rd gen topic. More general automotive in nature.

    Not saying 38k isn't tragic, just that it's less than you claim. A lot.

    If the truth be told, and we could know the number of those that were driver error, including DUI, it would be even smaller.

    Adaptive headlights and many other nanny systems aren't the cure. Well, they may be the cure for incompetence.

    I believe by 2026, auto manufacturers are putting in a new saftey system. If you are driving erratically, the vehicle will think you are impaired and will kill the engine.

    Leading cause of death for people 1-54 as well as 4.4million injuries (though some of those could be nothing more than a small bruise) is pretty eye-opening.

    What is the cure then? It's seems reasonable that adaptive headlights could be part of the cure.

    This is sort of true.

    The bill does allow for this but it's understood that the technology for this (determining impairment, drowsiness, inattention, etc) isn't quite there and could take longer.
