    3/8x16 carriage bolts with matching nylock nuts and a washer... length apears to be 1.25" or 1.5". If you buy the part, just measure the thickness of the part and add enough length to allow for a nut, washer, and a few threads to be exposed.

    What the op did probably was use a washer for the effect of a T nut. The washer slides in with the head of the bolt through your trucks side rails. Get the matching 3/8s washer and make sure it can slide through the rail ends but wont fall out if that makes sense. I personally took my rail off and walked into home depot to make custom brackets with that concept to mount other items. Worked a bit easier so i didnt have to measure and go in and out of the store. Just measure the thickness of your flag holder mount where the bolt runs and add a bit for your rail tracks and the nut and lock washer

    Nope. Look at OP's photo. The washer is under the nut, outside the rail. The carriage bolt has a square neck that would prevent it from working with a washer. However, this square neck fits in the rail opening and keeps the bolt from turning. Just slide it in from the end, like suggested above.
