Yes in Washington State your Rear Tires have to have Fenders or mud flaps at least down to the middle of the rear tire to be legal.

Washington does have a law (RCW 46.37. 500) requiring that vehicles have bumpers or mud flaps that extend to the middle of the rear axle, which would prevent rocks from being thrown rear-ward. However, virtually every pickup truck and half of the SUVs sold in Washington lack the required mud flaps.

Experienced some serious Fog driving the Taco into Work this morning.
The Pro RiGid Fogs did well.

OEM LED Parking Lights on with the fogs.

I get to pull my new fog lights today. YAY! NOT! I was having a huge hard time aiming them last night and they are still way too high. well, this morning I take another look at the, and at the directions. sure enough, I put them in the wrong side. This is what I get for trying to put fog lights in after a long day and then going to see Ghostbusters.

Duly noted. I'm probably moving there next year so it's good to know. Fortunately I already have mudflaps ordered for the Taco I bought earlier this week.

My Wife commented to me how much better the Toyota's Lights were then the 2001 Ford Ranger or 2005 Dodge Rams Headlights even with new ones on it! PS Mud Flaps save the Paint Job off road and on Gravel! In open Range where I live helps keep the BIG Fresh Cow Paddies in the road off the sides and widows. You never forget the sound of a Fresh one you miss dodging in the Wheel Wells and up the side onto the windows!!
