The majority of government regulatory bodies exist for two reasons:

• Insulate (friendly) bad actors from scrutiny and consequence via loosely worded regulations and the opaqueness of the bureaucratic process
• To give the public at large the sense that action is being taken on their behalf in order to prevent the riots everyone should be constantly engaged in
