    It's less Tacoma and more mod
    You can try and clean it up and run a top and bottom pass to tie it, but I'd only do that if you're sure it will be better than what you ground off. I doubt it'll fall off as is, just wouldn't trust it to save your life, or not kill you in an impact by breaking off.

    If I was welding them, I'd do what @Kwikvette said and grind a groove into the bottom of the tube for the root weld. That alone should be enough, but if you're not confident in it then Id do one on top of your weld and on the bottom, like an inverted triangle.

    I would've mentioned grinding again but you said you had trouble getting in there.

    Got access to a die grinder at least? Could take awhile but it'll get in there where it's tight.

    I can probably get to the outer half, but not sure it's really worth it still.

    I do have a pneumatic die grinder but my bits are kinda crappy, doubt they'll make it far.

    @Kwikvette I talked to my automotive engineer buddy again today and told him about your switch panel situation. He said he's not surprised--it's likely that the door panel was subcontracted out as an assembly with the standard trim going to one vendor and the Limited trim going to another. From an assembly plant's perspective it actually makes sense. The assembly plant wouldn't be mixing and matching components like you're trying to do. A vehicle would get either a Limited door panel or a regular door panel. That's only two part numbers for the assembly plant to keep track of rather than potentially dozens of individual components.

    I wonder if you could trace the door's wiring back to a common connector that's the same on the Limited and standard trims, or if the entire vehicle wiring harness is different? There are enough extra gadgets on a Limited that it wouldn't surprise me if it got a bespoke harness.

    Obviously that doesn't help your situation but it's interesting to know.
