Any idea how taxes would work buying it out of state and then registering it here?

You don't pay state sales tax or anything. If getting a loan they should handle all the paperwork. But you'll have 1 yr with no property tax.

So no VA state tax, then after a year normal NC registration renewal with tax bill?

You may have to pay their sales tax but not any property taxes there or anything. They also are a lot cheaper when it comes to dealer fees and such. VA is where I bought my truck.

There is no state sales tax on the purchase of the vehicle. You will have to pay highway use tax (3 percent of the sale price), title fee ($56), county property tax ($ different for each county), and registration fee ($38.75) in NC. Dealers near the state line will be able to handle that for you, they sell a lot of cars across the state line. You will pay county property tax every year when you renew your tag.

So there is a sales tax I haggled mine into the sale as an OTD price. I also transferred tags so the registration fee and property taxes didn't come into affect until the tags renewed. I forgot that part. But there are a lot of fees and the "sales" tax on the vehicle were less than NC

NC New vehicle registration fees and taxes I'm fine with. I just don't want to get tangled into paying some VA taxes and fees and then doubly the normal NC taxes and fees.

There shouldn’t be any VA taxes. Did a dealer in VA quote you a better price?

Not yet, the car we're looking at has to be "ordered". Our friend just went to VA to get his new jeep truck because it was cheaper though.

Have you checked out Stevenson-Hendrick Toyota in Jacksonville NC?
I got my current one there almost 2 years ago now, they were way better to deal with than any of the RDU area dealers in my experience.
The one I bought was actually a dealer trade from the Apex store.
    Good Luck.

There's a VA sales tax but that's it.

If you buy a new car in VA but title and register in NC, there is no VA state sales tax. There may be a local tax depending on the city and county. You pay the highway use tax in the state it’s registered in.

Right now it boils down to who can actually get one. I figure putting in "orders" in 2 different regions isn't a bad idea.

I understand all the property taxes, registration, highway use, etc. Those taxes are different than sales taxes. I've bought vehicles in several different states and registered them here. Yes there is a 4% vehicle SALES tax in VA you can look it up and/or I can show you the invoice of when I purchased my truck there a few years ago. Or even better here's the actual statutes and info from their DMV.

Does putting in the orders lock you into a commitment to purchase?

So they take your build and "place an order" for it, but then they want backup colors and packages. The one dealership did it without any money involved, the VA one said $250, but no real commitment. There's no paperwork at this point, no signatures, just empty promises of 4-6months and we'll let you know what, if anything, comes off the boat and is assigned to our dealership.

If you paid taxes in both states, you got screwed.
Read exemption number 13 on all three links you posted.

    § 58.1-2403. Exemptions.
No tax shall be imposed as provided in § 58.1-2402 if the vehicle is:

    13. Purchased in the Commonwealth by a nonresident and a Virginia title is issued for the sole purpose of recording a lien against the vehicle if the vehicle will be registered in a state other than Virginia;

The tax is collected by the DMV of the state the vehicle is titled and registered. If you are a NC resident, you will have no transactions with VA DMV
