Well, the internet provided a picture of the actuator but not the location of it. I have no clue.

there's a drawing I posted. Passenger side on the fender, engine intake then Anti-skid actuator module, next to it. It looks like a VW horn.

No, I didn't see a horn. Not sure if the pics will help but...

Your TACO doesn't have it, but the connector is most likely there.
The ground is the metal frame that secures the horn.

So, I'll use that location as a ground if I install a fog light switch correct? If I change out the signal stalk to the version that has the fog light switch on it, is there still a ground that needs to be done that way or does that new stalk take care of that?

    Nooo.
Swapped stalk has a ground already to the vehicle harness.
Disregard the info on the missing buzzer.

Ok. So then all I need is my harness, lights and stalk, hook it all up and wait for some fog.

It like my money not good enough for them to do that after I got the truck and the dealership is everything hose off the VIN and Toyota dose not offer that for you as add on for truck that have been made and setting on the lot but if I ouder a new one I get that option

I was told when I bought my new truck SX thay could put fog lights in that was a big lie even after I called Toyota still get the run around so I doing it myself buy the OEM parts and install them and the same with the bed light kit the hell with dealership and the B's on VIN number crap I'd I went fog lights and the truck is wired for it the dealership should have to install them I think just my opinion
