It makes sense to use the parts you have to build a truck. Instead of waiting for the parts you don't have.

Also noted in the top picture, is the bumper going into the fender, that gap isn’t consistent, looks to be off by 1/16 or more. It’s a Toyota, not a Ferrari, I get that, but a few indicators say it might’ve been damaged before

I was there when it unloaded off the truck, took them 3 hours to detail it while I signed papers. But it was pouring rain so I didn't go out to look at it. Should have though. If it was damaged, it was at the regional port where the options are put on probably.

Mine looks exactly like that too, in fact at the dealer there was 4 Taco's and they all looked like that. Poor job by them....I have seen super clean ones at the dealer...

There is flake in my bumper paint. A lot more than I could capture with a dim garage light.

Resent purchase of a 2022 Sport and I observed the same “orange peel paint job” on the lower panels up front. I pointed this out to the group of techs I was working with and we check all the other new Tacomas and found the same paint quality. I think the thermoplastic, a high impact ABS, has a textured surface to it and the decision to just let the texture show through the paint has been Oked! Why use a surface with a textured pattern on it is just kinda strange for it gives an unfinished look!(in my humble opinion)

Since the fenders and bumpers are made of a different material, they will look different but it shouldn’t be too noticeable. My front bumper and flares do have a reflection although not as pronounced as the cab or fenders.

Bought my Quicksand used, and it has a similar look, as the plastics on the front just don't quite look the same as the metal, almost like a very slight "orange peel" texture. It is not really noticeable unless you look at it in different lightings. On closer inspection, it does look as if there is a protective film on the plastic, particularly where the plastic meets the metal at the seam of the quarter-panel. You can see and feel an "edge" to the plastic at those seams, like maybe where the film was cut? The mirrors definitely have a protective film on them, so I assume the front end has it also? It isn't as aggressive as the protection around the lower part of the truck. I have never had film protection installed on any vehicle I have owned, so I'm not 100% sure. The previous owner had a lot of other aftermarket stuff installed before I purchased it, so I assume that is what it is.

It's the Tacoma plant getting the job done with the materials they have. The end user might not like the results. The plant is doing their job.

I've seen a lot of members have this issue on their 2022 Toyota Tacomas. Didn’t seem to be a huge issue on earlier models

I don’t see it as an issue if they are all like that. It is just the way they are built.

    Just some stuff...
Even my first gen had that. Turns out it was put there on purpose. Some kind of protective coating. I wouldn’t worry about it.

Mine is fortunately consistent across the materials… same color and texture (shiny) on both accounts - as I believe is the intent of all current vehicles’ design - across all OEMs…

Even the Honda Element which started with bare textured plastic panels went to paint and matched color and finish…

Seems like the issue is not uncommon in Tacos lately.

It does NOT look right, however…

This was my OP and I did not buy that truck. I ended up in a Celestial Silver Taco a few weeks later and the bumper has more gloss to it. There is a difference between the fenders and the bumper due to the different material but the silver one I bought has more gloss to it. Silver and lighter colors hide a lot but I can also feel there is more clear (it's smoother) on my truck then there was on the red one I looked at. I used to paint years ago and IMO it seems that the clear is not applied consistently at the factory.
