    That doesn't look like it's on right at all. Did you space it down with washers at the lower two bolts? It should be level and take about 3-4 washers down on the lower bolts to prevent rub at flex. It shouldn't be angled up to the front like that though. Also to clarify the lower bolts are the ones going from ground to sky, not the ones in the old bumper mounting locations (which is what i'm thinking you might have spaced?)
