Toyota shop pulled down headliner to search for source of leak. When we picked up the truck, it appears they put in a new headliner. Is this standard practice? I thought they would just reattach the old one. It looks pretty flimsy compared to stock headliner (2018 Toyota Tacoma TRD).

Where the leak? If it was part of the third brake light recall, replacing the headliner is authorized if it's not cleanable.

Depends on degree of your leak, however it's good practice to replace the headliner to insure there's no mold growth.
I assume Toyota would use the current OEM Toyota headliner. Doubt anything else would be available. My stock OEM '18 headliner is fairly flimsy, but sturdy enough for it's intended purpose.

Was this done under the third brake light recall? If so why would you not want them to replace it since it doesn't cost you anything?

Seems you may be looking for an issue that doesn't exist.

Maybe the old one had mold on it?

I believe the third brake light leaked. They believe it was from my after market rack so I got stuck with leak. My question is, do they ever just tack the original headline back up or do you always have to put up a new one, once pulled down.

So this was not for the recall? Then they should give you the option, because YOU are paying for it, to install a new, and I'm sure fairly costly, headliner. That old headliner could be dripping in mold. If you don't want a new one, they can't put one in, only let you know about the problem.

I believe it would certainly be in their and your best interest to replace the headliner since moisture/water is involved. Suppose they didn't and black mold developed and you and/or a family member got sick, they could be deemed responsible for making an unsafe repair an brought into a lawsuit.
