    Does the engine run?
Have you checked for power (With a test light not a meter) (Pin 1 Black/Red) and ground (Pin 4 White/Black) at the coils?
If those are good you are missing control (Toyota uses a 4v signal to fire the coils), without a scope to see it all you can do is ohm out the control wires.

Tested and still no coil control going to coil 1 and 2 but got coil control going to coil 3 and 4. Any ideas or lead way? Does the 2 grounds on the back of the motor have anything to do with this? I have installed a new crank and cam position sensor and nothing has changed for me. Thanks for your help and time

How are you testing for coil control?
Have you tested it at the ECM?

Yes testing it right at the ecm plug wires with ecm plugged in.. only getting control to the 2 coils and nothing to the other 2. Got an new ecu from flagship and told them the situation and to said send it back to test it. But the thing that consurns me is that with the old ecu plugged in its doing the same thing? Cut apart whole wire harness to see if wire was cut or frayed and can't find anything? Should I remove those 2 grounds on the back of the motor and clean them up and see if that's does anything? Have no idea what to do so any ideas and your help is well appreciated.. thanks again

What are you using to test coil control?
Have you confirmed that you have a good ground to both coils?

Did this show up after doing the parts change out? If this happened after installing or changing something out back track and see if anything was damaged or left up plugged.

Looks like rodents. Are the wires broken and touching?

That one wire going to brown wire on connector isn't incased in insulation

It's not supposed to be, it's the shield wire for the crank sensor signal wires and it connected to sensor ground.
The other wires should be fully insulated though.

With the above diagram you should be able to ohm out the wires between the pcm and sensor. If the wiring is good you may have a bad pcm
