Are you certain you’re in 4Lo?
Sometimes when I switch to 4Lo from 4Hi my 4Lo light blinks but it’s still stuck in 4Hi.
I have to play around with the transmission going between N and D and 4Hi, and 4Lo. Eventually it goes, sometimes with a grind, sometimes with a clunk.
I also would prefer a manual T-case and locking hubs.

    Flip that bitch in neutral
    Shift to 4HI
    Then shift to 2WD

It HAS TO BE IN NEUTRAL TO SHIFT OUT OF 4LOW

If you're having problems, rock it back and forth to get to 4HI and repeat for 2WD

Lastly, if it's beeping and flashing try turning it off let it sit a few minutes and turn back on rinse and repeat.

First few times I used 4WD it was being a pain in the ass to get in and out so I worked it and now it goes right in and out locker included.

If your truck is a manual make sure the clutch pedal is going all the way to the floor. Sometimes a floor mat will cause trouble.

Did you ever replace your t-case fluid with something other than Toyota LF? I had the same problem as you in the winter after putting 75W90 in the T Case on bad advice. I ran the truck for about 1/2 hour and eventually the exhaust warmed up the T-case and it would shift. Put LF back in there and no more problems.

Warming up the truck is a good idea.

If it’s a manual the clutch has to be all the way down. All. The. Way.

And no joke, Lick Log Mountain is not that far from Gobblers Knob. We are talking north Georgia here.

Yes that's pretty much on every thing manual operation. I plow my road all 1/2 mile of it with my truck in low range because I don't need to launch snow 5 feet into the woods and beat the truck up. It is a pain to switch back into high range the only answer I have found is to turn the truck off start all over and try it again. It was so easy with the old truck with the lever on the floor.

Can try to diagnose. You got alot of good suggestions already, but if the light is blinking something is probably borked and you are not getting it fixed by driving around, etc.... Disconnecting the actuator electrical connector wont help

So 2 main options after a visual inspection for obvious faults under the truck.

Option 1, climb under truck and take the transfer actuator off and manually shift the transfer case into 2hi.
See this video and do all steps from zero minutes thru 3:54
    https://www.youtube.com/watch?v=GCY2BCdlU4I

Option 2, apply a couple of volts to pin 1 and 2 on the transfer actuator connector to drive it manually to 2hi. (I dont think I ever recorded which polarity to apply voltage to go to 2hi.)

    See https://www.tacomaworld.com/threads/4wd-actuator-troubleshooting-transfer-case-and-add.578262/

LOL....I can see someone doing this for the first time on a muddy cold mountain road in the early morning. Hey...don't loose that plastic gear. Come on Toyota, you should be ashamed.

Is there an option three....remove that unit, push it into 2WD and leave that unit off?

Can't leave the unit off, the shaft is not sealed were it comes through the housing. If you don't want to lose the tcase fluid it needs to go back on.

Then option four....take it apart....push it into 2WD,and then leave the gear guts out (but put the unit on) until you get home. Or option five...take a stick and hit that transfer unit in the hope that it will function.

If it's a manual transmission, I echo the other posts above. The clutch has to be pressed firmly into the floorboard to get in and out of 4Lo, can't be any gap between the pedal and floorboard.
