The Flint water issue was caused by El Cheapo Flint water district not treating the river water before utilizing it as a drinking water source. It would have been about $500 in chemicals and would have saved $240M....
There's still a battle between the DEQ, City, and state as to who was really responsible...but it was a chemistry issue and not a conspiracy...

And as far as water goes there's "Safe" and then there's aesthetically pleasing. The epa sets limits for things that are unsafe, like Lead, Arsenic, Cadmium and then sets secondary water quality limits on things that are called nuisance elements...Like Iron, Manganese, Magnesium...They make water look and taste bad but are not harmful. So water can be "Safe to drink" and yet still look like river mud
