Average and above generally have some discretionary income. That can be cut or delayed in times like these and no major catastrophes occur, just grumbling.

Poor people living penny to penny are who inflation fucks the hardest. The real purchasing power they have no longer keeps them out of poverty, but since there are no nominal changes to their financial status they aren't able to qualify for social support programs until/if the qualifying criteria are updated.
