    I think you're lookin at a seasonal use thing. That C channel with the chain and wires is very indictive of a mount for a solar electric fence unit, especially with the wires there not attached too well to the chain.     Ahhh now we're making progress. Still definitely confused though because it's public land with a river portage down the hill and nearest structures of any kind are like 8 miles away.

    I've seen some old test sites out in the woods. But they always have a sign explaining what the site is and what agency is involved. Never seen one remotely like this one.

    I'd look around for a trail cam.

    A few weeks ago in Utah, we bumped into this cold water geyser. We saw sputtering 1-2 meter eruptions, I hear it can get as tall as 10m. Very remote, a small dirt road leads to the location.
